Soal Technologies are seeking a Information Security Analyst to work with the Information Security Officer in the day to day support and continuous improvement of the agency’s information security program, and to provide additional capacity to expand the scope of the information security program. Programs assure the integrity, availability and confidentiality of the critical 9-1-1 assets at the RPC and their 9-1-1 call centers.

Key Objectives:
• Ensure that Programs have the requisite capability to investigate, prevent and remediate against security breaches, viruses and deviations from security procedures
• Oversight of information security program for the Programs:
o Strengthen Information Security Governance:
o Ensure that security processes are governed
o Work with Third parties to remediate outstanding information security risks
o Oversee a program to manage and remediate known control weaknesses.
• This position will be responsible for the following:
o Operation of Information Security monitoring and act as a technical point of escalation for any alerted issues.
o Coordinating IT risk assessments, application and system vulnerability management activities
o Providing mitigation strategies to discovered vulnerabilities.
o Contributing to projects, utilizing project management planning, designing, documenting and implementing security related changes in support of security program.
o Document and escalate identified exemptions to security controls.
o Implementing educational, procedural and technical improvements aligned with Information Security Program
o Managing technical controls defined within the Information Security Program.

WORKER SKILLS AND QUALIFICATIONS (Required)

One or more Certifications: CISA, CISM, and/or CISSP

5+ Years
• Information Security, Cyber Security and IT Audit

5+ Years
Working with multiple vendors in the capacity of managing plans of actions to reduce third party risks.

5+ Years
Managing Plan of Action and Milestones (POAM) for IT security weaknesses

5+ Years
Managing IT compliance for the following frameworks/regulations:
· HIPAA
· NIST Cybersecurity Framework
· NIST 800-53 rev 4
· Texas Cybersecurity Framework
· Texas DIR Controls Catalog 1.3

5+ Years
Reviewing SOC 2 Type II reports

5+ Years
Managing security related Key Performance Indicators (KPIs)

5+ Years
Designing, documenting, and implementing IT security policies and procedures

5+ Years
Managing security or technology projects of diverse scope and effectively collaborating in a cross-functional team environment.

5+ Years
Developing and establishing information security governance

5+Years
Demonstrated capability of making and carrying out independent decisions that align with organization goals and leadership direction.

5+ Years
Skill in establishing and maintaining effective working relationships with other employees, agencies and corporate groups

5+ Years
Skill in communicating with both technical and non-technical staff through written and verbal language and verbally

Skill in problem solving, exercising sound judgment and effective decision making

Skill in handling multiple tasks, prioritizing, and meeting deadlines

Working knowledge of SIEM, firewall, IDS/IPS technologies, and application layer security controls.
